Heat oil in a large pan over medium heat. Add the onion, red bell pepper, green bell pepper, and garlic. Cook, stirring occasionally, for 2–3 minutes until the vegetables are soft and fragrant.
Add the ground beef to the pan and break it up with a spoon. Cook until browned and no pink remains.
Stir in the sofrito, adobo, sazón, oregano, and cumin, and cook for another 1-2 minutes until fragrant.
Stir in the tomato sauce, olives, and water. Bring the mixture to a gentle simmer, then cover and let it cook on low for 15–20 minutes, until most of the liquid has been absorbed. Top with cilantro and serve. Buen provecho!
